NDFA & HSE partner with Enterprise Ireland for construction sector information event

The National Development Finance Agency (NDFA) and HSE in partnership with Enterprise Ireland are running an information and networking event connecting local suppliers to opportunities in the construction sector as part of the €115m Primary Care Centre PPP programme.

The Meet the Buyer event takes place on Thursday 13th November 2014 in the Hodson Bay Hotel, Athlone, Co. Westmeath at 9.15am. This free event is open to construction suppliers and enterprises in a wide variety of supply categories. Facilities Management subcontractors with expertise in areas such as planned preventative maintenance and cleaning services are also invited to participate.  Attendees will learn more about the fourteen primary care centres that will be built under this initiative and have an opportunity to meet with the three shortlisted building candidates.  Attendees will also find out how to become a sub supplier through a series of short 5 minute “pitch” meetings.

The three Public Private Partnership (PPP) consortia that have been shortlisted to progress to the next stage of the delivery of these primary care centres are BAM PPP; Prime / Balfour Beatty and Kajima/GB Partnerships. BAM PPP includes Ireland based BAM Building Ltd and BAM FM Ireland Ltd. Prime / Balfour Beatty includes Balfour Beatty and Irish based construction company JJ Rhatigan & Son along with facility management service providers Aramark. Kajima/GB Partnerships  consists of Farrans, Walls and John Paul as construction contractors with  HSG Zander Ireland Facilities Services.

There will also be an Enterprise Support zone at the event, where attendees can get information on business supports through the Local Enterprise Office network and Enterprise Ireland. The Department of Social Protection will provide delegates with information on the Pathways to Work initiative (including the Jobs Ireland Services) and check eligibility for the JobsPlus scheme. Delegates will be able to meet with advisers on cross border trade opportunities, public sector tendering and consortia building through InterTrade Ireland. The Construction Industry Federation will also provide suppliers with information on training services they provide.

It is anticipated that these building projects will be delivered as part of a single Public Private Partnership (PPP) contract, with construction commencing in late 2015.

All Primary Care centres identified will include accommodation for Primary Care Team services including General Practitioner (GP) services. In addition a number of centres will include a wider range of community based services, such as dental services, community mental health services, child and adolescent mental health services, early intervention teams, and Doctor on call services. There will be no pharmacies on these sites.

The NDFA is responsible for delivering €650m of Public Private Partnership projects as part of the €2.5b Infrastructure Stimulus Programme announced by the Irish Government in July 2012. This strategic healthcare  building project  will deliver in the region of 2,700 construction jobs. 

Brian Murphy, Chief Executive of the NDFA, welcoming the opportunity to work in collaboration with Enterprise Ireland and the HSE, said: ‘This event is about making sure that suppliers from the SME and construction sector have all the information and support they need to be able to exploit the business opportunity presented by these multi regional projects’.

HSE’s National Director of Primary Care, John Hennessy, added: ‘In 2014, more than half of the HSE’s  total health spend on operational services is in the community healthcare sector. This sector is significant and the reform of these structures will facilitate a move towards a more integrated healthcare system, improving services for the public by providing better and easier access to services, services that are close to where people live, more local decision making and services in which people can have confidence. The fourteen sites being developed are part of this initiative’.

Mick Brougham, Regional Director Midlands Enterprise Ireland said: ‘The Construction sector is a priority sector for Enterprise Ireland because of its job creation potential – there are more than 100,000 employed in the sector in Ireland.  Enterprise Ireland’s ambition is to drive further growth and job creation in the sector and we have worked closely with the sector to drive international growth. This work is paying off and Enterprise Ireland assisted construction companies achieved exports of €2.15bn in 2013.
